Hanoi plans to build an additional international airport in the southern part of the capital city.

 According to Deputy Chairman of the Hanoi People’s Committee, Duong Duc Tuan, the city is studying the construction of a new international airport in the southern area of the capital.

During the National Conference on Implementing Resolution No. 06-NQ/TW of the Politburo held on May 18, Deputy Chairman Duong Duc Tuan stated that Hanoi has made significant progress in urban planning, including zoning plans, detailed plans, and architectural planning regulations. Eight technical infrastructure planning projects in various sectors have been approved.

The city has placed special emphasis on urban planning, spatial development, and the construction of technical infrastructure, particularly the ring road system, central axis, highways, and public passenger transport capacity enhancement, along with social infrastructure. Modern new urban areas are gradually taking shape, contributing to relieving population pressure in the inner city.

According to city leaders, Hanoi will focus on developing road connections with satellite towns and intra- and inter-regional connectivity. This includes the construction, renovation, upgrading, and completion of major roads such as National Highway 1A, National Highway 6, Ring Road 1, Ring Road 2, Ring Road 2.5, Ring Road 3, Ring Road 3.5, as well as urban railway lines and bridges across the Red River.

The city will also invest in the construction of the fourth ring road – the Capital Region, which will serve as a new driving force for the development of the central urban area and satellite towns. This expansion aims to create more development space for Hanoi, decentralize population density from the central urban area, establish long-distance traffic directions, and reduce the traffic burden on the existing road network, ensuring regional connectivity.

In particular, Hanoi aims to develop several districts into urban districts, with the goal of having 3 to 5 districts upgraded to urban districts by 2025 and an additional 1 to 2 districts by 2030. The city is considering the expansion and upgrading of Noi Bai International Airport and the construction of a new international airport in the southern part of the capital city to meet the transportation demands of the gateway, promote the development of the capital region, and the northern area.

Deputy Chairman Duong Duc Tuan proposed that the central government expedite the completion of national-level and regional planning, following the provisions of the 2017 Planning Law. This will serve as a basis for the city to organize the implementation and adjustment of urban and rural planning in accordance with the Urban Planning Law and Construction Law. Additionally, it is suggested that only one provincial-level planning should be allowed for cities under the central government to avoid overlap, duplication, and resource waste.
